ADVERTISEMENT FOR BIDS
1.      Sealed Bids:  Sealed bids for construction of the project entitled WWTF Improvements will be received until 10:00 A.M. on Friday, July 24, 2015 at the Marshallville City Hall, located at 111 West Main Street, Marshallville, GA 31057 at which time and place they will be publicly opened and read.  No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) days.

2.      Work to be Done:  The work to be done shall consist of furnishing all labor, equipment and materials necessary to construct the project as shown on the construction drawings.  In general, the work can be described as following:

Installing permanent yard piping to bypass existing treatment pond 2, refurbishing existing aeration system with new motors and gearboxes and adding 2 new aerators for treatment, replacing existing chlorine distribution piping, modifying the existing chlorine contact chamber to include a concrete cascade, and addition of de-chlorination equipment and piping. In addition, providing all electrical and mechanical services and other ancillary items necessary to complete the work.

 

The work will be awarded in one (1) contract.

3.      Specifications & Contract Documents:  Specifications and Contract Documents are on file at Carter & Sloope, Inc.’s Macon office and the City’s offices.  Copies must be obtained from Carter & Sloope, Inc., 6310 Peake Road, Macon, Georgia, 31210. Phone: 478-477-3923, Fax: 478-477-4691, upon payment of $200.00 per set.  All plan orders should be directed to Lauren Frounfelker (lfrounfelker@cartersloope.com).  Payment for Specifications and Contract Documents is non-refundable.  A Bidder’s Proposal will not be considered by the Owner unless the Bidder is on record with Carter & Sloope, Inc. as having purchased and received complete Bidding Documents.

4.      Pre-Bid Conference: A pre-bid conference will be held at the Marshallville City Hall, located at 111 West Main Street, Marshallville, GA 31057 at 10:00 AM on Thursday, July 9, 2015.  Representatives of Owner, Engineer, and Grant Administrator will be present to discuss the Project and specifically the Section 3 requirements. Access will also be provided to the project site for inspections.  Bidders are encouraged to attend and participate in the conference.

5.      Bonds:  Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less than 5% of the base bid.  All bonds shall be by a surety company licensed in Georgia with an “A” minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of “Best’s Key Rating Guide Property Liability”.  Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful Bidder if contract is awarded.  Each Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to bind the surety and certified to include the date of the Bond.

6.      Funding:  Any Contract awarded under this Advertisement will be primarily funded by a grant from the Georgia Department of Community Affairs – Community Development Block Grant Program.

7.      Section 3 Covered Contract: The City of Marshallville is committed to Affirmatively Further Fair Housing.  This project is covered under the requirements of Section 3 of the HUD Act of 1968.  This contract opportunity is a Section 3 Covered Contract.  Section 3 Business Concerns are encouraged to apply.

All Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to insure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4, as applicable to the area of the project. Bidders must also comply with OCGA-13-10-91, and utilize the federal work authorization program commonly known as E-Verify.

8.      Reservation of Rights:  Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
